European Commission – Key Strategies

EU Gender Equality Strategy 2020–2025

international_framework.paragraph24 The European Commission’s vision is a Europe where gender equality is a reality for all. The EU Gender Equality Strategy 2020–2025 focuses on:

  • ending gender-based violence,
  • challenging gender stereotypes,
  • closing gender pay and care gaps,
  • increasing women’s participation in decision-making.

EU Gender Action Plan III (2021–2027)

The EU Gender Action Plan III (GAP III) sets out how the European Union mainstreams gender into all external action. It requires:

  • gender analysis across all sectors,
  • integration of gender perspectives in policy and programme design,
  • the use of sex-disaggregated data and gender-responsive indicators.

GAP III applies to both EU member states and candidate countries, including Montenegro.

Women’s Rights Roadmap 2025

In 2025, the European Commission presented the Women’s Rights Roadmap — a document outlining a long-term vision for advancing women’s rights in Europe and beyond. This initiative builds on previous strategies and reaffirms the EU’s role as a global leader in promoting gender equality.

European Union Delegation to Montenegro

The European Union Delegation to Montenegro supports reforms and the implementation of EU standards, including gender equality. Through IPA funds and other programmes, the European Union finances initiatives aimed at:

  • women’s political participation
  • combating gender-based violence,
  • women’s economic empowerment,
  • strengthening gender-responsive governance.

The European Union is a key partner in advancing gender equality in Montenegro. As the largest financial donor in this field, the EU provides a strong impetus for reforms and the strengthening of institutional capacities to implement European standards through its funding and strategic guidance. Significant results have been achieved through IPA funds and other programmes — from improving the legislative framework and introducing gender quotas to strengthening the capacities of institutions, civil society, and the media. EU support has been crucial for developing sustainable mechanisms for protection from violence, enhancing communication strategies, and increasing knowledge on gender equality, in line with the priorities of the EU Gender Action Plan III and the EU accession process.

EIGE – European Institute for Gender Equality

Eu

The European Institute for Gender Equality (EIGE) is the European Union’s research and analytical body dedicated to advancing gender equality. The Institute collects data, develops indicators, and creates tools to better understand gender disparities.

The EIGE Gender Equality Index serves as a key reference point for measuring progress in EU member states and candidate countries, including Montenegro.
